Single-window system for land partition in North Goa talukas

To make the tedious land partition process easier for the citizens, the Collectorate of North Goa, on Thursday, extended the single-window system to the all the talukas in North Goa.
Under single-window, all the steps involved in the land partition process will be carried out at single point at the office of the Deputy Collector, who will ensure time-bound service delivery within 3-4 months.
Addressing a press conference here on Thursday, Collector of North Goa Neela Mohanan said that "in view of Time-Bound Delivery of Service Act of Goa, this system will support and facilitate the effective implementation of this Act by the officials. We have totally computerised the system under which applicant need not have to approach the office of the Deputy Collector and DS&LR office time and again to know the status of his or her application."
"Once the applicant files the application, he/she will immediately receive an acknowledgement number through SMS on registered mobile number, and subsequently receive message on status of application at every stage - application scrutiny, day of survey, collection of fees till the disposal of application which will be done by deputy collector within the timeframe of 3-4 months that otherwise would take 6-8 months."
The Collector informed that the single-window system, which was launched on a pilot basis on January 9 this year in Bardez and Tiswadi, has gained popularity, and 258 applications have been received during the last four months.
She further said that affidavit facilitation service has also been extended to the entire North Goa. Under the facility, nine types of ‘ready affidavits' have been made available to the people.
People were spending Rs 200-300 on the purchase of stamp paper and getting the affidavit typed and hence to reduce the paperwork, time and cost, we have kept ready nine types of printed affidavits, which the applicant has to collect from their respective talathi free of cost, and then paste a Rs 50 judicial stamp and submit it to the concerned mamlatdar office for execution, she said.
The system involves issuance of nine types of ready affidavits for residence certificate, income certificate, divergence certificate, mediclaim certificate, caste certificate, character certificate, and three affidavits cum NoC for seeking new and separate ration card that can be obtained from the talathi at the gram panchayat office.
"We have requested in this regard to municipal administration and directorate of panchayats to direct the local bodies. The affidavit facilitation service that was started in selected talukas in December last year has issued 5222 affidavits and by next week affidavits will be made availed to all the talathis," she said.
Explaining the unique system of land partition under the single-window system, Mohanan said that the land partition process was time consuming as the applicant after submitting the application to deputy collector had to keep shuttling very often, from deputy collector's office to the directorate of settlement and land records (DS&LR) to get the process done, but now under the single-window system, the deputy collector will deliver the service at a single point within 3 to 4 months.
